Hmm..? I like the idea of a capital refinery. However, giving it any kind of mining capability instantly makes it self-sufficient, which could be a bad thing.
While this new ship would undoubtedly be the primary target if player pirates showed up, I think giving it offensive abilities would also be a mistake. How about giving it the ability to project a large force field that would protect other ships in a gang. Maybe the force field could protect against damage types such as EM, kinetic, etc.., or the field prevents other ships from getting too close (repulser field). This field would be extremely capacitor intensive, but allow this ship enough time to protect itself and other ships in a gang long enough for everyone to warp out, then it can warp out itself.
Maybe have the ability to use ECM. Let this new ship disrupt targeting systems. The down side could be that it also prevent gang members from targeting asteroids while in use, but if the gang is under attack from player pirates and trying to get away, this isn't really a bad thing.
If a damage force field is used (EM, Kinetic, etc.), then there would need to be 4 new modules (for each type) and only bit able to fit on this new ship. One of the new ships bonuses (per trained level), could increase the sphere size by 5km per level.
If a repulser field is used (ships that are not in the gang can't penetrate it), then it, too, will require a new mod only usable by this ship. The only problem with this suggestion is the obvious abuse of this method by players wanting to use it to protect combat vessels during PvP engagements. Maybe have the repulser only protect mining ships and haulers.
I like the bonus to tractor beams. Maybe have a ship bonus that increases tractor beam range by 20% per level trained. Another possible bonus could be a 5% mining increase (per level trained) to all gang members.
I think this new ship should offer at least one strong helpful benefit (refining?) and at least one strong gang defense benefit (force fields, ECM, etc.).
